fix: resolve component catalog publishing issues

  • Remove trailing YAML document separator in golden component.yml
  • Rename duplicate publish:catalog job to publish:catalog-manifest
  • Fixes GitLab release creation error: 'Spec must be a valid json schema'

This resolves pipeline #26762 failure on v0.1.0 tag
