refactor: reorganize OSSA project structure

  • Consolidated all OpenAPI specs into specs/ directory
  • Organized scripts into categorical subdirectories (docs, federation, validation, deployment)
  • Moved infrastructure files to dedicated infrastructure/ directory
  • Added PROJECT_STRUCTURE.md documentation
  • Added README.md for specs directory
  • Cleaned up root directory for better organization
